Here's what they want from you, the willing tester:
"The purpose of the beta test is to help us evaluate gameplay systems, in-game content, battle system adjustments, and balancing. Players will also be asked to stress test the new player and item search functions, as well as report any bugs found in the game. The beta test will be divided into four phases, and the PlayStation 3 version will be available to test starting with phase 3.
Your comments, suggestions, and bug reports during the testing phases will be carefully reviewed by the development and operations teams. With your cooperation, we will strive to make FINAL FANTASY XIV: A Realm Reborn into the best game that it can be."
There's also an important clarification for those who applied to be a PS3 beta tester for FFXIV Version 1.0: If you were selected to test the Windows version instead, you don't need to apply again to try out the PS3 version, as your original application will be reconsidered. Just remember that PS3 testing doesn't begin until Phase 3, as you read above. Do your part and help out, if you can.
