Is it a spin-off? Is it a prequel? Well…it's a pre-sequel, and that requires some elaboration.
Gearbox Software president Randy Pitchford obliged us in a new PC Gamer interview , saying Borderlands: The Pre-Sequel is bigger than the first Borderlands but not as large as the sequel.
Size-wise, Pitchford says the upcoming title is "kind of in between the two" previous entries, and they're currently unsure of the price. That will be set by publisher 2K Games at some point in the future:
"As far as price point goes, I don't think that's set in stone yet. It should be priced correctly, so we'll have to see what happens in the market and understand the actual total value proposition that's being offered. But I'm the developer. The guys at 2K will figure that out."
The Pre-Sequel is set to launch this fall for the PlayStation 3, Xbox 360 and PC; it is not coming to next-gen consoles. Chances are, Gearbox is focusing on their fresh next-gen projects.

It releases this fall. It was said when it was unveiled. However, I never caught an actual date.

This game will be priced down big time. Why? The fps known as Destiny will be here.
Well at first I was kind of disappointed it wouldn't be coming to PS4. However this is why I kept my PS3 and I'm really excited to play this game. I like that it focuses on "the bad guy" – Handsome Jack – because it doesnt interrupt what we should see in a full sequel on next gen consoles.
