That's just one of the many new pieces of information the Japanese press gleaned at a recent event (as summarized at Gematsu ). There's plenty of other information, too, including the confirmation of four explorable continents, shops, and Vanille's return.
The four continents consist of the capital of Luxerion (where Lightning will have to play detective, it seems), the Dead Dunes (a large desert, obviously), the beautiful city of Yusnaan (where you'll meet Snow) and The Wildlands (vast, open-world area perhaps reminiscent of some of the world in FFXII). Yes, there will be shops, and there will be certain enemies that even the most skilled test players have dubbed "impossible." As for Vanille, she'll be back, which is good news for her fans.
Then there's the fact that Lightning's bust size has gone from a C to a D-cup since the first two games. Square Enix confirmed this to be true, and reminds us that some of Lightning's new costumes will show off some cleavage, so… Hey, whatever winds your clock.

Did you ever finish XIII-2? I still haven't, I know Ben enjoyed it but I can't get into it.
I completed the original game 100% But I have not completed it with the DLC I bought on sale – Which essentially has the epilogue to the game… So in that sense I haven't completed it.
The problem being XIII-2 is not an easy game to jump back into after months of absence. You will look at you party set up and be completely baffled. It's not just me, many friends I have spoken too have had the same problem. So I simply haven't bothered, I imagine I will play the game again sometime next year before I buy Lightning Returns cheap and finally see the 'true' ending :/
I did finish it but once I realized there was no story I plowed through the game. I wanted to see the ending and how Lightning fit in and get answers to all my questions about how all this happened. Instead nothing was answered and something really lame happened. You might as well just Youtube it.

I read an article which translated a Q&A with S-E. One of the fans asked if there with be costumes revealing Lightnings armpits because that was the body part he admired… I don't think it was even a joke – So it is apparently in high demand.
I'm not fond of the whole costume set up, but I suppose it visually represents the class change and with one character it keeps it fresh. But I am more than happy to see the DLC just focus on costumes rather than story driven content. If Lighting Returns has a DLC epilogue I will be most displeased – Though I am pretty sure I read somewhere it was confirmed this was not going to happen.

there was this couple opposite to us would of been at least 40 and they kept wetting their pants so much i was convinced they were kids in latex costumes just so they could get into the movie the way they were behaving!

It isn't considered "sexist" there culturally.
It's really not that weird, just a bit out of step with sense. Boob sizes in anime change based on how they want to depict the character in any given scene. I think since there's no party this time they felt they had to jazz up Lightning herself because it's gonna be boring as hell just looking at her for 30 hours. Hence the extra costumes and color combos along with the boobs.
When in doubt, add boobies.

Not that I really care, but I'm not a fan of this change. Tifa and Lulu should only be the ones with oversize busts. The rest (Ashe, Yuna, Riku, Feng, Terra, etc.) are perfectly fine as is. I guess I'm one of the few that are not fans of huge ones.
I've noticed more definition, but I have not noticed a size difference. Still hoping this game is good.
